As the core basis for the safety management of outdoor fitness equipment in China, the old version of the national standard GB 19272-2011 has been implemented for more than ten years. With the deepening of China's aging population, the increasing demand for children's outdoor activities, and the deepening of the national fitness strategy, the shortcomings of the old standards are gradually becoming prominent. According to data from the General Administration of Sport of China, by the end of 2024, there were 1.1 million national fitness paths and over 4.84 million sports venues in China. However, old equipment designed mainly for adults is difficult to adapt to the physiological characteristics of the "one elderly and one young" group. The previous walking machine was just an 'iron lump', without armrests or backrests. I tried three times to support the pillar but still couldn't stand on it, "Zhang Lan said, expressing the difficulties faced by many elderly people. The safety hazards of children using old equipment are even more worrying. From December 2024 to January 2025 alone, there were two incidents of children being trapped by old equipment, highlighting the urgency of upgrading standards.
The revolutionary breakthrough of the new national standard lies in the inclusion of "aging friendly" and "child friendly" as special provisions in mandatory requirements for the first time, and the construction of a comprehensive protection system with more than 40 new regulations. According to Yang Jinkun, a member of the drafting team of the new national standard and a technical expert of Huaxing Zhongce Certification, the standard revision team has conducted 18 months of field research in 12 provinces across the country. The scenes of elderly people in old residential areas in Xi'an using equipment on benches and children in Shenzhen communities getting stuck in the gaps between parallel bars have become the core basis for optimizing design. In terms of age friendly design, the new national standard provides precise technical specifications down to millimeters: the seat must be equipped with a backrest and armrest, with the armrest diameter controlled within the optimal grip range of 3.5-4 centimeters, the pedal height reduced by 3 centimeters to adapt to the gait of the elderly, all moving parts are equipped with resistance devices that can stop at any time, and even the corners of the equipment are rounded to avoid collision and injury.
Child friendly design focuses on the core pain points of child safety protection. The new national standard clearly requires avoiding dangerous gaps of 8-30mm and structurally eliminating the risk of children's limbs getting stuck; The easily accessible parts of the equipment must be wrapped with flexible protective materials, with a surface hardness not exceeding Shore A85; The installation site needs to be equipped with a safety cushion layer at least 2 centimeters thick to effectively buffer the impact force of falling. In addition, children's specialized equipment must also comply with environmental protection and harmless requirements, with a 50% increase in the limit of harmful substances compared to the old standards, to ensure the safety of children's contact and use. In the Donghuashi Street Community in Beijing, the reporter saw that the swing seats in the children's fitness area are made of curved soft materials, with anti entanglement devices installed at the chain connections. The signs next to them clearly indicate "For children aged 3-12, adult supervision is required", showing thoughtful attention to detail.
Security upgrades are not only reflected in design details, but also run through the entire lifecycle of equipment. The new national standard establishes a full chain management system from production to scrapping for the first time, requiring each equipment to be labeled with a unique identity code. Manufacturers need to sign an after-sales service agreement with the management party to clarify their maintenance responsibilities within the 8-year safe service life. At Tianhe Park in Guangzhou, each newly installed outdoor fitness equipment is labeled with a QR code, and residents can scan the code to view the installation date, maintenance records, and operation videos. Previously, when the equipment broke down, I didn't know who to ask for repairs. Now, when I scan the code and submit a repair report, someone will come to handle it the next day, "said Lin Wan, a 65 year old resident who is currently using the Tai Chi Wheel. This new equipment also comes with heart rate monitoring function, and the display screen at the armrest can display heart rate data in real time." In the past, how long I practiced relied entirely on my feelings, but now I can tell whether I should rest by looking at my heart rate, which is scientific and reassuring.
To strengthen the safety bottom line, the new national standard also strengthens the durability and environmental protection requirements of equipment. The key components of the equipment must undergo a 1800N tensile strength test and an 800 hour weather resistance test to ensure that they are not easily damaged during long-term use in outdoor environments; At the same time, new requirements for green environmental protection and recyclable materials will be added to limit the emission of harmful substances and promote the low-carbon transformation of fitness equipment. The General Administration of Sport of China, in conjunction with the market supervision department, has established a triple supervision mechanism of "enterprise self inspection+third-party testing+user feedback". Special publicity activities have been carried out in fitness equipment production cluster provinces such as Hebei and Shandong to ensure that every equipment put on the market meets the requirements of the new national standard.
The implementation of the new national standard is promoting comprehensive innovation in the industrial sector. As the largest fitness equipment production base in China, 80% of enterprises in Cangzhou, Hebei have completed production line transformation. The head of a leading local enterprise revealed that the company invested 20 million yuan to establish an aging friendly laboratory, which simulated the usage scenarios of elderly people in different age groups through 3D modeling. 12 sets of comparative experiments were conducted on the tilt angle of the seat backrest alone, and finally determined 110 degrees as the optimal angle. Leading companies in the industry such as Shuhua and Maibaohe have also launched new national standard adaptation products, integrating intelligent monitoring, flexible protection and other technologies into their designs. The sales of elderly and child friendly equipment have increased by more than 40% year-on-year. The new national standard is not a disruptive change, but a precise optimization and upgrading. Enterprises can meet the standards through simple process improvements, but can significantly enhance product competitiveness. "The relevant person in charge of the National Stationery and Sports Equipment Standardization Technical Committee stated that the new national standard unifies domestic and international standard requirements, which will help China's fitness equipment industry expand its international market.
Various regions are also actively promoting the implementation of the new national standard, ensuring accurate and direct access to people's livelihood welfare. Beijing has launched a "subsidy policy for updating old equipment", providing a 30% cost subsidy to communities that replace new national standard equipment in advance. It is expected to complete equipment upgrades for 1200 communities within the year; Guangzhou has included new national standard equipment in the necessary projects for the renovation of old residential areas, and equipment updates have been completed in 86 communities by 2025; Shandong Province has launched a "fitness equipment safety inspection campaign" and implemented a "replacement should be done" policy for old equipment that does not meet the new national standards. Currently, 12000 equipment have been updated and replaced.
Although the implementation of the new national standard has achieved significant results, it still faces some challenges. Some old residential areas are limited by funds, and the progress of updating old equipment lags behind; There is a risk of unqualified equipment entering the market due to insufficient accuracy of the new national standards in remote areas; Some elderly people are not familiar with the intelligent functions of new equipment, and their user experience needs to be improved. Industry experts suggest that financial subsidies should be increased to prioritize the replacement of equipment in old residential areas and remote regions; Strengthen the promotion and popularization of the new national standard, and carry out guidance and training on equipment use; At the same time, encourage enterprises to develop simplified intelligent equipment that is more suitable for the elderly population, taking into account both safety and usability.
From the end of the history of "no standard to follow" in the first version of the national standard in 2003, to the improvement of durability requirements in the 2011 version, and to the focus on "one old, one small" precise service in the 2024 version, every iteration of China's outdoor fitness equipment standards is engraved with the imprint of people's livelihood needs. As of November 2025, 230000 communities across the country have completed the deployment of new national standard equipment, benefiting over 120 million residents. In the evening at the community square, Zhang Lan sat on a newly installed rest chair after finishing her exercise, watching her grandchildren play in the children's fitness area, and the warm light and shadow cast by the equipment protective fence under the sunset.
The implementation of the new national standard not only strengthens the safety bottom line of outdoor fitness, but also promotes the upgrading of the public fitness service system for all ages to be friendly, precise, and efficient, "said Wen Jia, Deputy Secretary General of the China Sports Goods Industry Federation. In the future, with the continuous deepening of standard implementation, outdoor fitness equipment will truly become a "caring partner" to safeguard people's health, injecting a continuous stream of people's livelihood strength into the Healthy China strategy.
